The Municipal Police Forces were introduced (in South Africa) during the 1986 State of Emergency, ostensibly as “bobby on the beat” for black townships, but in fact deployed in protection and support of the Black Local Authorities (BLA’s).
At the time of the launch, the Municipal Police were employed by the BLA’s and were not part of the South African Police.
The Municipal Police were attached to the local authorities, initially falling under the Department of Constitutional Development and wore insignia depicting the emblem (coat-of-arms) of the municipality.
On 29 September 1989 they were incorporated into the South African Police.
They only had power in their area of appointment. They only worked in the local authority where they were recruited and appointed.
Their first uniform was green with a green shoulder flash, and they had their own cap badges.
Later they were issued with the same blue field dress as the South African Police, but with shoulder flashes to differentiate them.
The name later changed from Municipal Police to SAP Municipal Unit.
Before 1994 they were fully amalgamated into the South African Police after completion of training.
